Advertisement for Proposals

  In accordance with the Pennsylvania Municipal Waste Planning, Recycling and Waste Reduction Act, Act 101 of July 28, 1988, P.L. 556, No. 101, 53 P.S. §4000.101 et seq. ("Act 101") and §272 of the Pennsylvania Rules and Regulations, 25 Pa. Code, Chapter 272, as amended, the Monroe County Municipal Waste Management Authority is hereby soliciting proposals for municipal solid waste disposal capacity for all municipal solid waste (MSW), including construction/demolition waste (C/D) and municipal sewage sludge (Sludge) generated from within Monroe County for a minimum of ten (10) years commencing January 1, 2025. This volume of material is for the sole use of the Monroe County Municipal Waste Management Authority and must be reserved for their use as stated herein and is to be utilized as part of an Integrated Waste Management System for the benefit of the residents of Monroe County.  

The Monroe County Municipal Waste Management Authority (Waste Authority) will hold a Mandatory Pre-Bid Meeting 30 days prior to the Bid Due Date. The Meeting will be held at the Waste Authority offices, located at 183 Commercial Boulevard, Blakeslee, PA 18610 at 1:00 p.m., prevailing time on Monday, September 11, 2023.  

Sealed proposals will be received by the Monroe County Municipal Waste Management Authority at its offices, located at 183 Commercial Boulevard, Blakeslee, PA 18610, until 12:00 noon, prevailing time on Monday, October 9, 2023. All proposals will be officially opened by the Monroe County Municipal Waste Management Authority at 1:00 p.m. on Monday, October 9, 2023, at the Waste Authority Offices.

  Copies of the Request for Proposals (RFP) may be purchased on or after Tuesday, July 11th, 2023, from the Office of the Monroe County Municipal Waste Management Authority, (570) 643-6100, by pre-payment of a non-refundable amount of $25.00 per proposal. Proposers should make checks payable to: Monroe County Municipal Waste Management Authority or contact the Waste Authority to pay by credit/debit card.  

All proposals must be made on the Proposal Forms and be in accordance with the Instruction to Proposers contained in this Request for Proposals. The Proposer is required to submit one (1) original and one (1) copy of the Proposal to the Monroe County Municipal Waste Management Authority at the address listed below. Envelopes containing the proposals must be sealed and clearly labeled to show the name and address of the proposer, the statement " Proposal for Municipal Solid Waste Disposal Capacity" and be addressed to:
