The owner of plastics recycling plant Reprocessed Plastics Inc. destroyed in a fire vows he will rebuild the business.

"Now we're at the information gathering stage," said Clair Angland, owner of the Garfield, Minn., company. "We intend to rebuild completely,ö he said.
