- An initial investigation by Waste Management into its Willow Oak landfill uncovered a scheme which led to a police investigation into the matter. Authorities found an operation that allegedly involved a scale operator named Earnest Martin, who would receive monetary funds and gifts from companies in exchange for altering the truck weight recorded into the system.
- All of the charges against the alleged participants are categorized as felonies and include theft by deception, theft of services and theft by conversion.

The falsified records allegedly occurred over two years, and cost Waste Management approximately $1,097,820. Others wanted for their alleged participation are connected with A Dumpster Inc., Hal Knott Trucking and Southern Dumpsters. William Knott and Robert Stevens turned themselves into authorities and police have issued arrest warrants for five more people, including Martin. The investigation is ongoing and more warrants are expected to be forthcoming.
