Dive Brief:
- Commissioners representing Medina County, OH rejected the proposals from applicants competing to operate the mixed-waste processing center in the area.
- A specialized team that handles the bids recommended the proposals not be endorsed due to multiple problems with both applicants, namely Vexor and Envision Waste Services.
- Envision has operated the Medina County Central Processing Facility (CPF) for the past 21 years. The current contract at the facility is slated to lapse on January 11, 2015.
Dive Insight:
Upon reviewing the proposals, officials discovered that the bids didn’t reduce tipping fees, one of the county’s main goals. Another issue was that one of the bids contained prohibited language in its contract, and another did not conform to specified requirements. '
Yet another issue stemmed from one firm’s plan to continue to use outdated equipment instead of replacing it. Even more problematic, the county would not get the recycling rates it was hoping for, according to the details outlined in the proposals.
The county is still betting that it can fulfill its needs within the next year, before the current contract expires. The county may decide to go with a subcontractor if necessary.
