Maryland's House has passed a bill requiring most apartment owners to provide for recycling.
House Bill 1 passed a third reading by a 98-38 vote March. 16. Maryland's Senate has already passed a similar bill, Senate Bill 2008, according the state legislature's Web site. The House bill requires owners or managers of apartment buildings or councils of unit owners of condominiums with 10 or more units to offer recycling to residents by Oct. 1, 2014.
