The operators of the landfill failed to fund an escrow account with revenue from tipping fees, thereby violating the consent order the judge had put into place. Strategic had only placed one hundred dollars into the account, which should have held close to $1.265 million collected from haulers. The company which owns Roxbury is involved in eight civil cases regarding the landfill. The DEP took control of the landfill in June, after it was ordered to close. Thousands of complaints were received about odor and health problems.
