Extended producer responsibility for packaging was again a major policy trend in 2023 — particularly in the states that already passed such legislation and are going through the complex, detailed implementation process.
This year, Colorado and Maryland chose the Circular Action Alliance as their producer responsibility organization, while California is expected to choose theirs in 2024. Oregon approved numerous important EPR details, such as its statewide recycling list and definition of what it considers a “responsible end market.” Maine is mulling similar details and held multiple stakeholder meetings this year to solicit feedback on rules that will be adopted starting in summer 2024.
