New Jersey's Burlington County voted to use $4.4 million from a fund that was originally designated to expand a landfill to help finance a $9.1 million single-stream recycling facility.
The plant will serve all of the county's 40 municipalities and save the county more than $1 million a year. While construction has not yet begun, the plant is expected to be finished by early 2013.
