“It is truly a pleasure to be able to serve the City of Baltimore during this next phase of my career, continuing the pathway to establish DPW as a best-in-class agency,” Jeter said in a statement this month.
Jeter was appointed in an acting capacity by Interim Baltimore City Department of Public Works Director Richard Luna.
Jeter began serving in his role on July 10. His position must be confirmed by the Baltimore City Council. Yvonne Moore-Jackson, who served in the role in an acting capacity since 2021, returned to a deputy bureau head role.
Prior to joining Baltimore City, Jeter spent 10 years in several positions with Fairfax County, Virginia, largely in its stormwater and wastewater divisions. Jeter also held roles with WM and Republic Services.
Jeter takes over during a period of transition and uncertainty for Baltimore Public Works. Luna took over his position from former director Jason Mitchell, who first announced he would step down in January before staying in the position through June 30.
During Mitchell's tenure, the agency faced challenges over recycling, water billing and E. coli contamination. Now, Jeter will lead the Bureau of Solid Waste as it prepares to reintroduce weekly recycling pickup in the first quarter of next year. Those plans are contingent on hiring additional crews and procuring new trucks, per a release.
Jeter will also be responsible for implementing Baltimore's 10-Year Solid Waste Management Plan, which the city is currently in the process of updating. The city is waiting for feedback on the plan after submitting it to the Maryland Department of the Environment on May 15. After receiving comments from MDE, the agency will revise and submit an updated plan to the mayor and city council for adoption by the end of the year.
